PAP gas tube furniture removal

anyone have recommendations on how to remove upper furniture from gas tube on zastava pap? tried with everything i have and cant rotate the damn plastic cover...

I ended up just cutting mine off. I know its not the best way but it worked lol

I haven't tried on my PAP yet, but I've found a vice with rubberized jaw pads and a strap wrench has worked on past problem gas tube/upper hand guards.
