I have an opportunity to purchase a VEPR K (7.62x39) at a local gun shop here in Phoenix, AZ. They are asking $569.99 + tax for the new rifle. Is this a fair price? According to Robinson Armament, the retail price list is $549.99. I don’t mean to sound cheap about $20 but I’m on a budget.

If the one you're looking at has a brake, then that is a good price. The brake is +$50 (expensive accessories on the VEPR)

It does not have an muzzle brake on the one I'm thinking about purchasing.

Check www.impactguns.com

They have them for $499. I have purchased both fire arms and ammo from them and have been very satisfied.

Sounds way to expensive, I just sold a NIB VEPR K with brake for significantly less than that

Was it this rifle? http://www.gunsnet.net/forums/showthread.php?s=&threadid=100350 If so, that is not a fair comparison.
