Need a Dealer / gunsmith

I am a Class III dealer who is planning to forgo my license in 2001. I have a post may dealer sample Galil SAR that I think I want to Strip down and an use the parts to build a transferable short Bbl rifle that I can possess as an individual. Any dealer/gunsmiths out there who can help with this, of offer any ideas?
