I am not quite sure that I understand the class III tax stamp. Do you need to be a dealer (hold an FFL licence) to get one of these stamps? I would like to purchase a Glock 18, and I have heard that if I purchase the gun, then go to the local law enforcement, I can apply for the stamp for a mere $200. If I get approved, then I can have the gun shipped. Is this true? What are the steps involved?? Thank you for your knowledge...

The tax stamps are issued from BATF. You do not have to be a dealer to buy what is called a transferable (made before May, 1986) machine gun. You do have to live in a state where C-III is allowed and in a local jursidiction where the chief law enforcement officer will sign off. Unless you are a dealer you can't own a Glock-18. None were made prior to the cutoff. The basic procedure is this: If your state allows them and you can get a CLEO signoff, you then look for the gun. Have lots of money. If you find one outside your state it has to be transferred through a dealer in your state. You can purchase from an individual in your own state. You buy the gun. You fill out a Form 4 (2 of them), get the signoff, get fingerprints and two passport photos and send the whole packet (along with your check for $200) to the feds. If approved, and that takes anywhere from a month to six months, you then pick up your gun.
