Which FR-8's are C&R?

Guys,
which FR-8's are C&R? I've seen some on the auction boards and the seller states that they must go to FFL not C&R. I picked up one with my C&R last year, was that a no-no?

I have one that was made in 1954. It wasn't considered a C&R (yet). I had to go thru an 01 FFL to buy it.
