I had occasion to call ATF today to clarify the fingerprint card issue on multiple form 4 submissions. The policy is as such: If all of your form 4's are from the same transferor, then you only need one pair of cards. If your weapons originate from different transferors, then you'll need two cards for each different transferor.
In my case, I bought 3 guns from 2 different out of state class III dealers and one instate dealer and had them transferred to my local NFA dealer. I only need 2 F.P. cards made out. If I had the in-state dealer deal with me directly, I would have needed 4 cards filled out. (I know it seems redundant to go dealer to dealer in the same state, but when it comes time to pick up the gun I will only have to go 6 miles as opposed to 175 miles.)
