You do not need an FFL to order, but any firearm bought through the mail has to be delivered to an FFL holder for transfer.
Aim requires a copy of the FFL to be on file before they accept your order.

For firearms, yes if they ain't C&R, then you'll need to be a C&R holder. My dealer has a signed FFL at AIM so I just asked him to order me a rifle and he paid for it. When I picked it up I paid for the gun, shipping and transfer fee of his which is $15 Soooo find an FFL holder who will order it for you whose rated for the transfer ain't totally insane. Expect $15 to $30, much more in commie states from what I hear. They may or may not make you pay for it then, but most likely you'll have to pay them before they order it.
