krinkov questions

I'm new to this group and was looking for info on purchasing an AK type rifle.
I saw the Krinkov and have fallen in love,
problem is I know nothing of the ak or gunsmithing.
I've read most of the posts on this but have some questions.

1. What would be the cheapest way to get one,
the post ban route and is there someone that
can put one together for me.
2. Is there an AK gunsmith in the Orlando area.
3. Should I snap up one of these kits or have they been around for awhile.
4. What about the thought that you can go with a 16.25" barrel and avoid the SBR fee.
