Home made Hi-CAP AR-10 Mags legal ?? If I use my preban M-14 20 rounders ? also a M-14 mag follower do work with an Ar-10 ?

If modified in a way that it can still be able to work in the M1A. No, homemade hicaps are not good-to-go unless they can still be used for the firearm they were designed for.
