I have called all over the damn country trying to find some preban lowers all to no avail. Can anyone tell me where is can find four preban lowers manufacturer is not important on three but i would like to have one Colt on the one i am building for myself. the other three, well i have two customers that ever so brilliantly went out on their own and bought three preban parts kits and brought them to me to assemble on of course, post ban lowers! i had no choice but to burst their bubble and tell them there was no way i would spend time in prison for them! they do not understand the law on this matter but i think i have them convinced that no one will do this assembly for them legally. i am trying to help them out by finding lowers for them but have been unsuccessfull so far. if i cant come up with something soon, they said they would assemble them by themselves! i told them that was a grave mistake but it is on them if they do! i even offered to assemble them and make them legal by machining off the bayonet lugs and either tack welding the flash suppressors, or removing them and the threads from the barrel. no way they replied. Someone please help these poor souls.

The only way to find pre-ban lowers is to hit the auction boards.

Keep in mind that unless it's marked "AR-15" and "Colt", it needs to be transferred as a complete weapon or complete disassembled kit in order to retain pre-ban status under current BATFE guidelines.... just a stripped receiver won't do it.

With a little luck, it won't matter in about 7 months and you can build those parts kits on any receiver you feel like.

Until then. expect to pay $800-$1800 depending on model and condition for a pre-ban complete rifle or kit.

As an alternative, you could buy a stripped lower, and ship a complete parts kit (less lower receiver) to the seller so they can ship it all back to you as a complete kit and satisfy ATF requirements.

Who did you call? Distributors? The manufactures? The manufactures haven’t made “preban” lowers for 10 years! Your best bet is to hit gunbroker.com or gunsamerica.com. However, you’ll need an FFL to transfer them to you.

There is no such thing as a pre-ban “lower parks kit”. Parts kits do not matter, what matters is that serial number on the side of the lower, that is what the BATF considers the rifle. Since there is no place on a lower parts kit to stamp a serial number there is no way to tell when it was manufactured. Hell, I’ll install the LPKs for them; it’s no big deal. However, you may have your terminology mixed up and you may be trying to say that they went out and bought M16 (NFA) lower parts kits. If this is the case it’s BS because they would have needed an FFL or a copy of their Form 4 to purchase them. Keep in mind that pre-ban and NFA are two completely different animals.

Are you an FFL holder? If so, they can find and purchase pre-bans all day long (if they have that kind of money) and have them sent to you for transfer. There is nothing wrong with buying a pre-ban and then replacing parts, it’s done all the time. You will not find any place selling stripped pre-ban lowers so tell them to look for complete rifles and make sure you verify the serial number with the manufacture.

I posted WANTED ad in the net and found 2 PRE BAN lowers within 24 hours.
