No. Real 5.56 AP is M995 - black tip with tungsten penetrator. M855/SS109 has a mild steel core insert and is not considered AP by the military or the ATF.

Green tip, in military terms, means 'other' - and is there to distinguish the 62gr M855 from 55gr M193, to prevent M855 from being issued to units still equipped with 1x12 rifled M16A1.
