excessive windage

my rear sight is 13 clicks to the right. it is sighted in and i have no problems i was just wondering why so far right? is there a problem with the way it was indexed or is this normal. its a bushmaster that i bought new.

front sight base is twisted. If you are sighted in and everything is working, I'd leave it alone.;)

13 clicks dosent seem too far. How many lines over are you? If your clicking to the right, it sounds like your barrel wasnt positioned right in the first place. Most windage problems are to the left when the barrel pin bends from overtorqing. I would leave it alone for now unless it bugs you. Get it checked out by a qualified smith to see if it really a problem or not.
