Is there such thing as quality 9mm ammunition? Is there a brand prefered for defense? For matches? For plinking?

Tons. Many people use Winchester White Box (WWB) which is fine for plinking or matches that don't require super accuracy (IDPA, IPSC). I've used CCI Blazer which is good, as well as some european stuff which is quite good: Fiocchi, Sellier & Bellot, and some others. Some people swear by Wolf & other swear at it.

These are all non-corresive, right?

The only time you have to worry about corrosive ammo is older surplus military ammo.
WalMart carries the WWB for $10-12 box/100. Natchez has some good prices on CCI Blazer. Anything else you have to search around for when you're looking to buy to see what's in stock & the current price. Don't forget about shipping costs!

What's the difference between total metal jacket and full metal jacket?

Good question! A quick google search turned up this:
Total Metal Jacket (TMJ) - Same as the FMJ, however, unlike the FMJ where the metal jacket encloses the whole bullet except the base, the TMJ bullet's base is also enclosed by the jacket. Used for target shooting and at indoor ranges.
