a guy asked me about an ak pistol build and wondered if he needed to do a
form 4.
what was he talking about?

A form4 is an ATF form4 that is used for the registration and transfer of machineguns, short barrel rifles, short barrel shotguns, silencers and AOW (any other weapon)
You don't need to register an AK pistol as long as you don't put a forward verticle pistol grip which would make it an AOW. The receiver cannot in any way have the ability to accept a stock whether folding or fixed. Doing that would make is a short barreled rifle SBR. Both AOW and short barrel rilfe are subject to registration and a one time 200 tax stamp.
To build either a AOW or SBR you can apply PRIOR to building by filling out an ATF form1. You must get a Law Enforcement signature, mug shots, finger print cards and pay a $200 tax. The process can take 3 months or longer. I own 3 class III firearms, a submachinegun, and two suprressors. I plan on legally building a SBR AK pistol and putting a 30 Cal suppressor on is. That's gonna be so cool just lots of frigging taxes and time but so well worth the paperwork and effort. Just make sure its legal in you state FIRST cause you can do hard time for one little muck up.

I was under the impression the AOW stamp was only $5, plus the paperwork and wait.

Yep, $5 for the AOW stamp.
27 CFR, Part 179, Subpart F, 179.82 reads as follows:
"The transfer tax imposed with respect to firearms transferred within the United States is at the rate of $200 for each firearm transferred, except that the transfer tax on firearm classified as "any other weapon" shall be at the rate of $5 for each such firearm transferred. The tax imposed on the transfer of the firearm shall be paid by the transferor."

The tax on an already built and registered AOW is $5. The tax to manufacture an AOW on a form 1 is $200. The cheap route is to have a SOT manufacture the AOW and then transfere to you for $5. The SOT is tax exempt on the manufacture.

The only thing with that is you can bet your ass the C2 will charge you more than $200 to build it even with your parts.
