how much medaling will the atf do if i try and get one? what are the security criteria i must have in place? how much does it cost and lastly what about my current stash of non c&r weapons? do i have to register them or have records and such on them and every other non c&r purchase from the date of recieving my c&r license? some of my current stuff has been private transactioned to me.

ATF does simple background check

No security requirment

30 for 3 years

Current stash and non C&R do not go into your records

ill go chk that out , but 1st one more my understanding of the C&r is that you agree to be a collector not a seller? if this is true how does one sell something they dont like or want with a c&r? i guess im already a collector, but 1st and foremost im a shooter and will shoot what i buy and if it shoots like crap i will want to sell it......thanks again

1. I purchased a Lugar over Guns America and this guy had a C&R . My FFL dealer says they are not worth getting. Tell me a bit about them and where to get one.

Good point, Misguided!

Lets face it the FFL stands to loose a lot of profit on all those $39 M91's out there. If I had a dealer's FFL I would probally say the same thing.

Couple of Questions:

Is there a storefront requirement, like regular FFL

Would I be able to buy one of those $159 Romanian SKSs from Centerpointe?

Or in other words, what are the basic qualifications for a gun to be considered C&R?

1) No store front requirement. You are a collector only, not a dealer in C&R weapons. You CAN NOT give the appearance you are using your license to buy and SELL C&R weapons. You can make dispositions (sales) however, it just can't be construed as if your doing it as an occupation.

2) Yes, a Romanian SKS is considered a curio and relic. The ATF determines a weapon to be C&R if they are over 50 years of age, or are approved by ATF as deriving a substantial value as its part as a historical or collectors or museum piece (someone got them to say the Romanian SKS was a historical or collectors piece). In any event, they have a list at their web site. You can write them and tell them why you think something should be considered C&R and they will make a determination. That's how alot of the stuff got on the list that's not over 50 years old. Such as the MAS49/56, Romanian SKS's, M44's (some are less than 50), IShy Enfields, etc etc.

Download the forms, fill them out in duplicate, mail a copy to your local CLEO (he does nothing, you just have to mail him a copy to toss or file), mail $30 to the address on the form along with the form, wait 5 weeks maybe 6 and begin to collect. Easy. If you can buy a gun you will be approved. Get the forms and instructions at www.cruffler.com. It takes 15 to 30 mins of your time and $30. You will save the $30 on transfer fees on your first purchase.

A) no, the c&r is a collectors license, not a dealers.

Tickled to hear about the SKS. I'm also tickled that I can buy a 9mm Makarov as well.

Welcome to the fold, but keep in mind only E. German or original military Russian Makarovs qualify for C&R, so those nice Bulgarians we all want are still not available to us C&R dudes without going through regular channels.

Romanian SKS, now that's a big 10-4. Got one for myself!
