As long as one does not mount a forward grip of some sort I don't see there being anything "illegal" with replacing a pistols handguards with a rail system.

Am I correct in this?

I really like the idea of using an AK pistol for a PDW (Personal Defense Weapon) for a home invasion and such. I think a tactial light would be an indispensable implement for such a tool.

Any thoughts......

My thinking is that if there is no forward grip attached, you'll have no problems.
But that is my opinion, not the ""other guys opinion". hehe

There is no problem with a rail on the pistol. Kimber, SA, Para, Glock, all have forward rails on their models. As long as you don't attach a grip you are fine. A pistol is a Pistol.

Just like the other guys have said, as long as there's no forward pistol grip attached, there's no problem at all with a rail.
