View Full Version : Shipping receiver for build

I'm about to order my receiver for my M92 kit. I live in one state and my builder lives in another. Should I have the receiver shipped to a local dealer or directly to my builder? The builder is a Class 2. Is the completed pistol going to have to come to a local dealer since the builder is in another state? I'm trying to limit the number of times I have to pay a local dealer to handle this weapon.

If you get the receiver shipped to your local dealer and transfered to you you can ship it straight to your smith and he can ship the weapon straight back to you.

I was going to place my order today to ship to the local dealer, but the dealer tried to tell me that the completed weapon would have to ship to a dealer instead of directly to me. He also didn't understand what a Class 2 manufacturer is. When I explained, he said "no, that's a Class 3. A manufacturer is a Class 10."

I think I found a guy that only has limited knowledge of Elmer Fudd guns. I thought I should check about shipping anyway since I've never had to ship a Title 1 firearm before (until recently I mostly was into machineguns and had shipped several to and from dealers and manufacturers).

From what I understand, my builder is not selling me a pistol across state lines, he's shipping one I already own.

Exactly, When you send your smith the receiver you are retaining ownership of the weapon which is already legally transfered to you. That is why the smith can legally ship the weapon straight back to you across state lines. There is no transfer of ownership.

That is correct. You already had the receiver transfered to you when you bought it, so any shipping you do to a gunsmith can be direct, and returned directly to you. Same as with any repair. You do not need to go through an FFL to send a firearm to a repair person or manufacturer. Following that, they can ship the repeared firearm back directly to you since you already own it.

Sounds like your dealer may be trying to pad his pockets with unnecessary transfers.
He is either doing that or is ignorant of the law governing this. He needs to do some reading.

He was actually recommending that I have the receiver sent directly to the builder, then have the completed firearm shipped through him, so I don't think he was trying to con me into an unnecessary transfer. I talked with him for a while and he was passing some information about full-autos that I knew was inaccurate, so I thought he was probably wrong about the semis too. My initial plan was to transfer the receiver through a local dealer, then ship the receiver and parts kit to the builder. I thought this would be the most convenient for all parties involved. I still think that's the best way to handle the process. After talking to the dealer, I wanted to make sure this was correct. I'll probably still use this guy because he only charges $20. Most of the other locals charge $50.
