Putting together an AK kit is a fairly involved process. I know it involves a machine press, reviting, head spacing, and a host of other tasks that require a significant amount of tooling. In other words, unless you have a few hundred sitting around for tooling, its going to be tough. In addition to the parts kit you also have to buy the reciever for it, unless you bend your own reciever from a stamping. However, that requires even more tools for bending the reciever and welding the rails in. In other words, its not something you're going to tackle with just a screw driver.
Side note: I don't think you could buy a AK rifle reciever, and legally build it into a pistol. I believe it would have to begin life as a pistol reciever, in which case it couldn't be transfered to you legally by an FFL since you're under 21.
Just to carify, its 18 to buy long arms (rifles, shotguns) and 21 to buy pistols. However, in some states you can be 18 and possess a handgun. You still have to be 21 to buy from a FFL, but I think in some states you may be able to acquire a handgun legally through a private transfer at 18. Check your state laws before acting on this.
Since its a pistol I don't think you need to worry about the number of American made parts you have in it. However, if you ever build/acquire (legally of course) an AK pistol, you can't put a stock on it as it becomes a short barreld rifle (or maybe an "any other weapon"?). Either way, it violates NFA, and if the ATF finds out they will violate you.
If you really want an AK, I'd advise you to go with the rifle at this time. It will cost no more, probably less, and it will actually serve a usefull purpose. You can also just go out and buy one now (requires age 18 for long arms). Look for a hi-cap WASR for around 300ish, maybe 330.00 if it has bayo and slant brake on it. That's a weapon you can use to hunt deer if you wanted to (provided you use appropriate ammo and observe magazine restrictions for your locality).

Im almost in the same boat as you. Only im 20 and live in AZ.
As far as ive heard, you can legally build a pistol into a rifle and then back to a pistol again, but you cannot build a pistol from a rifle.
Not sure if FL laws are the same as here in AZ, but I HTH answer your question.
Also, my :cents: would be to just either go buy a rifle from a gun shop, or build a RIFLE first, then wait until your 21 (or have your father do it for you) and go buy a kit and build a pistol out of it. Theres NO minimum age to buy a kit, but if you go buy a receiver to build a pistol, you will need to be 21 to legally obtain it.

Sorry Sniper,
That won't legally work.
Once a rifle, always a rifle, unless you pay Uncle Sam $200 and do worlds of paperwork= SBR.

i think he meant buy a kit and a new bare receiver, in which case as long as he's old enough to own a pistol he'll be fine.
however, if he meant buy a new kit and build the existing rifle into a pistol, then yes he's in a heap of poo if he doesn't register it. ;)

If you plan on building when you reach 21, you had better get a kit now and sit on it till then. Much easier to build with match # parts kit w/barrel
