Why can't someone get the $200 stamp for a full auto lower, then (with the tax stamp to make it legal) buy a full auto bolt carrier to slip in any upper? I know that you can't but I'm just curious as to why. Thanks!

Way back in or about 1986 a law was shoved through banning all full auto firearms. Any full auto owned at that time had to be registered. After that time no new full auto firearms could be assembled and/ or owned by honest citizens except law enforcement uniformed civilians and military. They could be built "for demonstration purposes only" by licensed builders, but not sold to honest law abiding civilians.
It is because of that law that a new Steyr AUG is $1500, but a registered one that you or I could own is $15,000. A new MP-5SD is $800, but a papered one is $17,000. A new FNH P-90 is $1350, but you or I can only own a semi-auto version because none were made before 1986. The list of abuse is endless.

Uhhhhh.....you can. It's legal.
The LOWER is the registered part, not the uppers. You are allowed to use multiple uppers on your registered lower. You will need a '16 BC to make the upper run.
Maybe I misunderstood the question.
There is even a MG34 type MG that uses a registered M16 lower. http://www.brpguns.com/xmg.htm

you can get a drop in auto sear, or a lightening link.
those are registered as the "machine gun" themselves.
but a dias is over $10k, and a lightening links around $7k

If you're going to do the DIAS or RLL, don't forget you need to keep your barrel length legal or Form1 SBR your host if the length is <16"
