When I pull the bolt back to change clips or load it doesn't lock? Any ideas
If you are referring to an AKM style rifle, the bolt does not lock rearward or have a last shot bolt hold open. The later is available with certain AKM mags installed, but not all.

M-1 Garand has clips, AK's have mags :)

Posted in the AR forum, but they don't use clips either except to charge the mags. :D :D :D :D :D
If you are trying to lock the bolt back with the mag in place, make sure the follower is high enough to push the bolt lock up into the latched position. Also make sure that if you push the lock button when you pull the bolt back to lock it, that the button is pushing the latch into place.

OK, I'm going to assume that you'd still like an answer, even though I'm 3 weeks late seeing this post.
A Colt SP1, and all other properly functionaing ARs, should hold the bolt ope, under two different conditions.
1)When you pull the bolt back on an empty magazine, and
2)When you pull the bolt back with no mag or a loaded mag in it, and push down the bottom of the hold open catch halfway up on the left side of the lower reciever.
If it's not hanging open when you pull the bolt back on an empty mag you've either got a broken hold open catch assy(possible but not likely), or you're using one of the el cheapo POS aftermarket mags that are all over the place these days (more likely).
