View Full Version : Soviet 7,62x54mmR SVD Dragunov C&R!!??

In reading the new list of approved C&R eligible firearms, I noted (amongst many other surprizes) that the Soviet-produced SVD in it's original chambering and in orignal military configuration is a C&R. That being the case, why haven't we seen any of these weapons? Is it because the Russians can't afford to field enough of the SVDS to meet their forsce struce requirements? Are they held in some strategic reserve? Does the "Voluntary" (ahem) Restraint Agreement between Russian and the US preclude and superceed anything otherwise importable? What am I missing?

There's only about 21 weapons from Russia currently allowed to be imported and that's not one of them. There's a few already in the country but not many.

So what I hear is that ATF has determined that although the SVD is a C&R, but State Department (at the behest or in colusion with the previous Administration) has placed this weapon on a list of rifles that by their ommission, cannot be imported. Is that correct? :(

Yes, I believe that's the sum of it.
The list of non forbidden Russian weapons is in the reg book on page 40. The section is ss47.52 of part 47 - govenring importation of arms ammunition and implements of war which relates to sec 38 of the Arms Export Control Act of 1976, as ammended.
The list of forbidden countries changes all the time though.
The SKS and SVT40's are no longer on the allowables from Russia either. I bet there's still a ton of them over there too. :mad:
This is all based on my own readings and interpretations, I could be wrong but I don't think I am. Check it out in the regs, you can find them at the ATF site under publications. :)
