w/o a doubt, Makarov. PA-63 may be lighter, and don't get me wrong, it is a good pistol, but MAK is much better IMHO. Also, if you are going to be putting some rounds through it, the PA63 will hurt the hell out of your hand (web between thumb and forefinger), due to light weight. If you get it, I suggest Hogue hand all JR. slip on grips (there are no really aftermarket grips available (some users are selling some wood ones though) for the pa63.
Much more availability of parts for Mak, (do recomend the pierce grips). And it is much more fun to shoot.

PA-63 is not a Makarov. It just comes in the same caliber.
