? ......... If I was to take a beat-up 91/30 - sporterize it with a Tapco stock, bipod and scope would it be illegal or possable to add a FAL flash hider or should I just go with break?

Flash hiders are a problem only on semiautos. Bolt guns can have them and bayonet lugs legally.
