Attached But With Thumbhole Stock Blond
Plastic Type/Was Told These Were Caught In
The 89 Ban,Did All 7.62x39's Come With Folder
Intact/Bayo Ground Off/Flash Hider Pined???
What Are They Worth??

It is illegal to have an operable folding stock on a M-90 Yugo. It's still illegal if you weld it in open position until you get the number of imported parts below the allowed number.

I don't know how it happened , but the m-90's did come into the country initially in the pre-ban set up. There were the full stock, folding stock and RPK's both on 7.62x39 and .308. I was a dealer then and bought several of them just as described. Plastic thumbhole stock with the underfolder still attached. Along with a letter of authenticity. These guns did come in as desrcribed and were legal to own. Many being sold. Mitchell Arms was handling these at the time. As for themm having to have the underfolder welded open or shut or whatever. that was never stipulated nor addressed. If these were an issue most likely they would have to treat them just as they do pre bans. A grandfather sort of deal. the dates can be confirmed for the importation for sure.

Not entirely true! Depends on when the rifle was in the country! There has been numerous post about this and so the question was posed to BATF and researched by the legal guru on subguns.com (james bardwell) and the below was the results!
JAMES BARDWELL HAD THIS TO SAY:

The ones with the model name scratched out are ones trapped in Customs after the ban was imposed in March, 1989. If it was in the USA before 11/90 could have been converted to pre-ban configuration and be legal that way, but whether it was is hard to determine - only the owner(s) before 11/90 would know. In Nov. 1990 the law prohibiting assembling semi-auto rifles into unimportable configurations was passed, 18 USC 922(r).
In short, if the model name is scratched out like that, it isn't a true pre-Bush ban import. It may still be legal in pre-ban configuration though.

(b) The provisions of this section shall not apply to:

(d) (3) The repair of any rifle or shotgun which had been imported into or assembled in the United States prior to November 30, 1990, or the replacement of any part of such firearm.
