I am trying to improve the terminal performance of the 7.62x39. It looks like using a lighter bullet may help. It seems that most of the bullets in the 100-110gr range are .308. I know .310-.311 is prefered for the 7.62x39 but the South African ammo is .309 at 123gr in FMJ. How much will the .308 difference make with the light and pointy 110gr bullets?

Are there any issues with reloading the .308 bullets in the original unfired, case pulled steel cases?

I get 1" smaller groups at 100 yards using .311" bullets than I get with factory ammo. I have been loading Hornady soft points for myself and friends for 10+ years for deer hunting using steel cases. I pull the bullets of Chinese ammo and then seat the Hornady bullets. Both the Chinese ammo and the re-bulleted ammo shoot to the same point of impact so there is no need to resight the rifle. The last batch of soft point's I made I used Russian ammo as my supply of Chinese ammo was getting low.
