bad design ?

while shouldering my new No4 i noticed that i can get NO cheeck weld at all, only a jaw mount. it seems a snipper pad on the bs would be needed to make it right. i don't like this much, seems like a bad design to me. maybe Lee wasn't a shooter and didn't notice this shortcoming ? manufacturing compromise ?
what do you think ?
