Why do the Czech Mausers have the top of the recievers
scrubbed?
Who did it?
When?

Scrubbed? Do you mean ground as in the crest ground off?

Yes, ground. I have seen it refered as scrubbed on some other
websites.
I also cannot find an import stamp on it. Where did Samco hide it?

Some countries didn't like the idea of their official crest on a weapon leaving with it. Argentina is another that ground off their countries crest on the Mausers they sold. The Czech's evidently at least some of the time ground them off as well.

The import stamp . . . well they could have screwed up and forgot to stamp it, more than likely it's under the wood of the handguard.
