I have been shooting it for a while. I dont know that it is match ammo but it is clean and accurate. You can get some more info here. It seems to say Silver tip just means ball ammo with steel core.

I've been taking some of the silver tip, some Hungarian and some Albanian to the range lately. Silver tip seem to burn the cleanest, Hungarian, the dirtiest. Both group about the same, just at different spots. The Albanian seems to shot a little higher, maybe 2-3 inches. Just my results, yours may vary.

It does shoot cleaner then the other 7.62x45r ammo...as for accuracy it's noticeably a bit more accurate. I shoot it and had no problem with it......just be aware that this is east block surplus stuff, and is corrosive, so clean your gun ASAP...preferably at the range, as soon as your done firing, while the barrel is still warm, by swabbing out the barrel with ammonia and the bolt face.....this will neutralize the corrosive salts from the primer.

Then when you get home clean it as you normally would.
