I'd love to own a nice, functional 03A3, but have no interest in paying for the historical value. Is it feasable to build one, thereby having one that's like new, but not paying a premium price?
if so, how would i get started?

Not possible in my opinion. Sure you might be able to piece some parts together, but mint replacement parts will probably add up to more than a complete rifle. Have you been to www.odcmp.com and seen the price structure on original 03's and 03A3's yet?
$500 isn't so bad considering that many US made AK variants are $550 to $650 each. Besides these original rifles (03A3's) will hold and grow their value. A tinkered rifle if anybody can figure it out as such will not be valued and will struggle to retain a price equal to the sum total of the parts.
