Hello I was told while back that a guy had called the BATF headquarters in KY and they told him a person can ship a gun from one person to another legally without an FFL as long as it's still interstate. Any fellow Kentuckians know if this is without a doubt true?

In a lot of states you can ship WITHIN (intrastate) without using an FFL. To go outside the state you must do FFL to FFL.

In my state(Missouri) one can ship a rifle within the state without going through an FFL. Handguns shipped intrastate must go through an FFL and the buyer must have a permit issued by the chief law enforcement officer of the county in which they reside. The permit requirement also applies to sales,loans, and gifts of handguns between private parties.
