Comelec airs warning on poll gun ban

The Commission on Elections (Comelec) reminded gunowners and gunholders yesterday that the gun ban in connection with the July 15 joint Sangguniang Kabataan (SK) and baran- gay elections is in effect.
The Comelec said the ban, which took effect last Wednesday, May 31, prohibits the carrying of firearms and other deadly weapons outside residence or place of business without a permit to carry from the poll body.
Comelec officials said violation of the gun ban is an election offense punishable with imprisonment of not less than one year but not more than six years and shall not be subject to probation. In addition, the guilty party shall be sentenced to suffer disqualification to hold public office and deprivation of the right of suffrage.
"If the guilty party is a foreigner, he shall be sentenced to deportation which shall be enforced after the prison term has been served," poll officials said.
They explained that during the effectivity of the gun ban, which takes effect 45 days before and 15 days after election, the Comelec is the only body authorized to issue a permit to carry guns outside residence or place of business.
Those desiring to apply for exemption may file their applications before the Comelec committee on firearms and personnel security.
This year, the committee on firearms is headed by Comelec Law Department Director Jose P. Balbuena.
Balbuena said the committee is now busy processing the applications to carry firearms outside residence of place of busines.
"The applicants should complete the requirements before they file their applications," Balbuena said. "Imcomplete applications are rejected outright." (E. T. Suarez)
