I reload with mostly IMR 4895 and Win. 748. I was wondering if there is any significant difference between them?
I will be reloading .223 brass.

It's been a couple of years ago now, but Precision Shooting did an article where the author tested a bunch of powder measures, including the really expensive benchrest types and concluded that the Lee Perfect Powder measure was if not the best, on a par with the best. Go figger? $20 for the best powder measure? Personally I have owned the RCBS, two or three REddings, a Hornady, and a Lyman 55. Of these, I return time and again to the Lee... It just works best for me.
I have owned several of these powder measures, and why I sell them I don't know. This has been my experience with the Lee Perfect Powder Measure. About 30 to 50% of them are indeed perfect. When you get a good one you'll know.
I throw IMR 4064 for my 308 with one of these measures and it is always +/- .1 grains, unless it "feels" funny, in which case I merely dump the charge back in the hopper and try again. H4895 measures like a dream, but 748 seems to get little pellets all over my loading table, and I'm not exactly sure where they are coming from.
For the $20 you spend, I think you will be pleased. Caveat: you may have to try 2 or 3 to get a really good one.

Glad that your thrower leaks the winchester powder too! My does it with WIN 748. It also happens with AA#5
Lee seems to be one of the best out there for the throwers.
