A 1938 barreled action will go into a 1903 stock no problem. However, placing a 1903 barreled action into a 1938 stock will take a little relieving in the recoil lug area. The bottom of the 1903 receiver (the rectagular block of recoil area) is slightly longer in height. But not hard to fit at all. The other difference might be whether the rear barrel band is either pinned or spring retained. Have only seen 1938's with pinned rear barrel bands.

The 1903 action will fit a M38 stock as advised, in addition, the rear of the receiver ring inletting will have to be extended to the rear a bit as the M1903 receiver ring extends further back into the action opening than the standard M98/38 action.

Is it just the wood, or all the stock hardware?

I have a turk '38 barreled action compete w/bolt magazine, trigger assembly, and sights, but no stock or hardware that's just sitting there.

Searching Sportsmans' site for "Mauser" and "Stock" and I am coming up short.

Did they sell out?

A stock that was actually mushy like a rotted banana to normal finger pressure because of extremely soaked in cosmo, rot, or both, and the dammed pinned on barrel bands  are why I need new stock and hardware.

Had I'd known, I'd have oven sweated out the cosmo, or actually ponied up for 2 gallons of acetone and soaked it out. :(
