Screw drilling that rifle. That's making things more difficult than they need to be. You have one very easy and dependable option that i would recommend for putting a scope or other optic over the receiver that requires no modification(and thus no gunsmith needed) to the rifle.

Since it's an SLR-95 you can't use a Krebs rail due to it being a milled reciever so don't consider it if you go searching. It's not designed to work on it. There are others but i like the TWS one. I'm using a TWS rail on my Norinco right now. It's worth every penny.
