when brand new its normal for it to be pretty tight. After a few hundred rounds it should move forward in the carrier if you give it a hard shake. make sure the gaps in the rings aren't aligned when you put it back together. I try to space them in even thirds but you don't need to be that anal, just make sure they arent aligned.
It is fine. when are you going to get that lower put together.
I still have to order one but it will not be to long. Gaps in the rings gotcha like rings on a piston.

The requirement for staggering the gas rings is actually common misconception. You can stagger them to perfection, but the rings will spin any way and get all out of wack the minute you reinstall the bolt carrier assembly. They will get even more out of wack when you cycle the bolt before the first shot is even fired. You actually don't have to worry about it. The gap is so tiny that it does not affect performance.

And if you are really anal you can get a one piiece spiral one that has no gaps.
