ATF Comments on Binary Exploding Targets

Posted on May 25, 2012 by Ammoland

Washington, DC --(Ammoland.com)- ATF has recently received inquiries about the applicabi-lity of the Federal explosives law to binary exploding targets.

The components of these binary targets (typically an oxidizer like ammonium nitrate and a fuel such as aluminum or another metal based powder) are not separately listed on the List of Explosive Materials and do not meet the definition of “Explosives” in 27 CFR 555.11.

Good to know thanks. Mix up the tanerite only right before using and then use it. Don't be pre mixing it or transporting it after mixing it.

First of all, why the hell would anyone be so stupid as to ask BATFE anything?

    Secondly:
However, when the binary components are combined, the resulting mixture is an explosive material subject to all requirements of 18 U.S.C. Chapter 40 and 27 CFR Part 555. Accordingly, all such exploding targets must be stored in an explosives storage magazine as prescribed in the regulations found in 27 CFR, Part 555, Subpart K—Storage, unless they are in the process of being used.
...is exactly what Daniel Tanner (Mr. Tannerite) says on his website. Did they not believe him?

With the BATFE's past track record on people asking questions about settled matters, it's practically asking them to reverse the decision. Damn, people are idiots.

i dont think the batf would want to clasissfy aluminum powder and fertilizer are controlled materials, otherwise every farmer in north america would need BATF explosives permits to drive a tractor down teh field.

They would love to make farmers purchase permits for fertilizer. Control everything, that is their goal.

Binary Explosive Targets Banned in Maryland

On Binary Explosive Targets – Maryland Law and Federal Law Differ.

Maryland --(Ammoland.com)- Maryland Law: During the 2012 Session, the Maryland General Assembly passed legislation intended to prohibit the sale of so-called binary explosives. When this law takes effect, sale or possession of these products could result in the permanent loss of the defendant’s gun rights.

Senate Bill 421 Public Safety – Explosives – Package of Components reads in part:

Dont know why Ammoland is saying you would loose your gun rights if you are caught with it.The bill says nothing about gun rights just jail time and fines.
Would not make any sense if you did not even have a firearm when caught with it.
