Technically you are modifying a rifle from a configuration that is deemed importable to a condition that is deemed unimportable according to the sporting purpose clause of the new ATF second amendment. The only way it would not pertain is if the SKS was importer prior to the Bush1 1989 ban on non-sporting firearms. Pre-bans were allowed to be unsporting. Post-Bush bans are sporting rifles so they can't be modified without the parts count change to keep them sporting.
On the other hand, the SKS always had a Fudd stock with non-detachable mag, so I honestly can't see how it could not be considered non-sporting.
Looks like they have a "Compliance" page there. Kind of. It is a very nice looking SKS.

Looks like they're trying to turn the SKS into a PS90. Not my cup o tea!
Something about that charging handle going back and forth right by my face would bug me more than anything. Otherwise a cool looking addition for someone like me who just happens to like bullpups.
Just put one together on my Norinco type 56. nice feel, put a 4x30 scope on it.
Going to cut the barrel down to 16 1/2", Went together pretty easy, lots of little
parts so assemble it on a good flat space. The only thing that I had to fix is, all
of the edges off the stock need to be de-burred, they are very sharp. Shoots
good and seems to be more balanced than with the wood stock. Now for the
paint, I think that I wil do black and white tiger stripe. As far as 922 parts
count is concerned, you are removing the gas tube cover, and if you get the
trigger link you can take the original trigger out. By keeping the 10 rnd
attached mag I'm good to go. Will try to upload pics after I get the paint on.

the wood, does look nice. I did the bullpup. First trip out, with the trigger, didnt' work. Havent' had time to go again. As far as shorting the barrel, some states have overall length issuse.
I making a bullpup stock for the SKS. I have the barreled action fitted, and I'm planning on doing the trigger thing this week. I know for sure I'm not going the cable route, as a solid bar from front trigger to the SKS trigger seems to be the way to go. That should eliminate the mushy feel.
Some builders use a router to inlet the barrel, receiver, etc. on each side of the barreled action. I used 2 pieces of wood that are the exact thickness of the receiver and cut out the areas where the barreled action will be. An exact, tight fit that will only require some spacers along the barrel to make a barrel channel and on either side of the trigger guard.
I have some 3/16" Birch plywood to use as the outer 'skin'. The right side will be glued permanently, and the left side will be attached with screws so the b/action can be removed to clean.
