Some of it isn't surprising at all, like TB. Blacks tend not to have the 1000 years worth of immunity to TB that Europeans do.
Others are somewhat socioeconomic. If you go to a hospital or clinic with the clap, it will be reported as Gonorrhea. But if you go to a private doctor it will often be written up as "infection", a shot will be given, and that's the end of it.
Problem is that certain groups seem to higher rates or STDs, incarceration, drug abuse, unwed mothers, high school drop out rates, unemployment, poverty, government dependency, health issues, mortality, etc. The most common denominators for those groups, IMHO are lack of education and a cohesive family structure and not the color of their skin.
