Although it is still a good deal, the PTAC branded uppers are NOT the same as the standard PSA branded parts.

PTAC uppers lack chrome lining, high pressure testing, and magnetic particle inspection.

They're probably good enough, but personally I'll pay $100 more for the "mil-spec" features.
