I think you can blame the local gangs for it. They elected their leader mayor. As for the union part, there is one lone factory in Detroit that is a uaw factory. All of the auto manufacturing facilities are located outside Detroit.

There are folks who want to bulldoze numerous blocks to create farms, but the city is resisting because the property tax revenue of farm land is so much reduced. So they sit on abandoned homes hoping for god knows what.
