I don't see the problem. It says it (a firearm) can't be used as the ONLY reason to stop someone and detain them. They still can but they are going to have to come up with something better than that.

Nothing has changed. Cops can always be dicks and make up a bogus excuse to stop a citizen. They've been doing it forever.
