Sure he could, barring an ailment or wound. The wifes dog is no bigger than the one in the picture and if you're standing he can jump into your arms. And he's 11 years old.

Now, that doesn't mean someone didn't put the poor guy up there but still....

You're thinking TERRIER! Terriers are world class JUMPERS. If this was a Jack Russell Terrier, I wouldn't have even mentioned it. But this is a Chihuahua. They can't. You're looking only at SIZE and not at BREED.
