    what does Ruger to Weaver mean/

    Ruger uses proprietary scope rings, which cost $80 a set if you don't have the ones that comes with the rifle. They make adapters so you can have a standard rail instead of the ruger rings.

    I don't have a Ruger rifle, but if the scope rings are the same as the ones for my Super Redhawk revolver there is a half-moon cut out in the frame of the revolver and the Ruger rings are such that the scope rings clamp on to that cut in the frame.
