I think you just buy a virgin (never before assembled) lower receiver and have your FFL put "pistol" down on the 4473.

A few fun stores in Battle Creek Mich that would order whatever you want. Know a shop where the guy only charges $25 for ffl transfer. Other shops it's like $100.
