Keep in mind that this was back when not every child was required to be educated. In modern times, even the least capable children are put in a classroom and have their test scores mixed in with everybody elses. This is one of the reasons third world countries get better test results than we do, they simply remove the children that lower the test results (which is obviously dishonest).

Kids wouldn't know how to take that 8th grade test today. It is not multiple choice or open book.

I would sooner live in a cardboard box than send my child to what passes for a public school these days. My mother has been a teacher for 30 years, and this will most likely be her last year, not because she dislikes the job, she loves it and genuinely cares for each child, but because of the limitations being placed on her by the common core. No more spelling test, convoluted math, not being able to teach more advanced subjects if the class is ready for it. Also the attitude of parents over the decades has changed, a majority want nothing to do with their child's education, or any responsibility for their child's actions. They can not understand why a teacher can not control the very behavior they either ignore or encourage in their child.
Last year she had an 8 year threaten her, told her he would trip her down the stairs, make it look like an accident. The kids parents thought it was cute and showed how smart their son was. The kid was suspended for a week, what did he do that week, watched tv, played video games and at junk food. I happened to meet the dad when home on leave, let him know my line of work and how I feel about protecting loved ones, strangely the kid had an attitude adjustment.
