I agree completely. Most states it is legal to shoot looters. Often there is some obscure law about civil unrest and looters and being able to use deadly force to stop or prevent looting.

We were taught years ago to bounce the buckshot off the street in front of the looters/rioters. You can achieve more spread, and hit between the knees and shoulders if you do it right. It doesn't seem to be the preferred tactic any more.

I love old school tactics and hardware, and was familiar with this tactic. I believe the military still teaches this as a tactic with the SAW, but I'm not really sure.
