Nurses have told staff that they're not going to treat ebola patients in a mass event, they'll just quit.
Vaccines/drugs to treat ebola will be predeplyed, ems/first responders will get vaccines/drugs first and an id card that shows the history of their vaccinations.
Citizens will get mandatory id card wich will also show their vaccinated status, and due to the model states heal5th act thingy, vaccinations are mandatory and quarantines can be enacted by martial law.
