Most employers are going to background check these days, whether they ask you or not. The best strategy for felons is to leave the box blank and write "Will discuss during interview" to have a chance to hopefully explain oneself before the scarlet letter pops up on the background check report.
I will tell you one thing though: cities offering employers a $10K tax incentive to take a chance and hire a released convict? A hell of a lot cheaper than the $26K+ it costs to house/feed/provide-free-healthcare for someone in jail/prison year after year. No, that's called doing taxpayers a service. Believe that.

If a convict wants a chance to turn his/her life around, this is great and a big help; but if he/she is going to use this as a way to get inside a place where they normally wouldn't be able to, to rob, steal, or kill, it's bad.
The employer is the one who has to decide whether his/her life or business is worth $10,000, or not.

No worries. Uncle sugar will put a gun to the head of tax payers to subsidize you with welfare and food stamps to make sure you get what the socialists say you are 'entitled' to. Want to screw like a rabbit, get pregnant, and have no consequences? Get a tax payer funded abortion. A bit too tired to work?
