Congress closed in Friday on approving a short-term spending bill for the Homeland Security Department that would avert a partial agency shutdown hours before it was to begin.
The legislation also leaves intact Obama administration executive actions on immigration that Republicans have vowed to overturn. But Republicans insisted that passing a short-term bill preserved their ability to keep fighting them

The Obama administration says it had no choice but to release almost all of the 169 immigrants with homicide convictions that were let back onto the streets last year, claiming court decisions gave officials no choice in the matter — but it’s promising a new system to better screen who gets let out.
Of the 169 immigrants with homicide-related convictions released in fiscal year 2013, all but 15 were required to be let go because of specific court orders or because the immigrants had been held for too long under the rules established by a sweeping 2001 Supreme Court case, the Homeland Security Department said in an Aug. 15 letter to Sen. Chuck Grassley, Iowa Republican.

Family members of people who were murdered by illegal immigrants after those immigrants had previously been detained and released pursuant to President Obama’s policies will testify before House lawmakers Wednesday morning. The testimony is intended to illustrate a pattern of the Department of Homeland Security releasing criminal immigrants rather than deporting them, according to a Republican congressman who said that DHS had released 36,000 convicted criminal illegal immigrants since 2013. “Of those 36,000, already now 1,000 of them have already been convicted of new crimes,” says the lawmaker. “These are people who have gone through the court system, even. And yet, rather than them get repatriated, they’re released, and now there are new victims because of the recklessness of the policy.” With that in mind, a House Oversight and Government Reform panel will hear from Jamiel Shaw, whose son was murdered by a gang member in the country illegally, and Michael Ronnebeck, whose nephew Grant was allegedly murdered by a man who faced deportation but was released by U.S. Customs and Immigration Enforcement.
