Just what is the intended target/actual use of this weapon? Russians harden their systems against EMP, our current M.E. operations are in very low tech areas; so WHO would this actually be used against?

Nobody "hardens" every single building, electrical substation, mobile missle launcher, et cetera. It's a battle field type weapon, not a weapon of massive "destruction".

Those low tech people are still using electricity, cell phones, radios, and computers. While military equipment may be shielded against emp, government buildings and civilian infrastructure are not, and as groups like ISIS grow they will have an infrastructure that will need to be attacked.
If we wanted to knock out a whole country we already can do that with a high altitude nuclear detonation, we have done it to our selves a couple times before we realized what was happening.

these things are a product of ppl watching too many hollywood movies. getting shot with a shotgun will not send you flying back 20 feet, a hand grenade will not level an entire house, and an emp WILL NOT cripple most devices.
an emp is nothing compared to a lightning strike, and planes flying through the clouds get struck by lightning hundreds of times a day. yet you dont hear stories of planes dropping out of the sky like flies, do you?? for sure, a gigantic major scale emp strike would be quite annoying. you may miss that episode of dr phil you were looking forward to, but it would not have a huge detrimental effect anywhere.
Lightning causes damage in 4 ways, and EMP is 1 of 4. The reason planes don't fall out of the sky is because of the way lightning interacts with the aircraft and because aircraft have protections built in to resist lightning.
